Sounds more like a bad joke. A lot of the older cars using carburetors were estimated at only burning about 15% of the fuel that went through cylinders, The rest was blown out the exaust. Newer Vehicles on the other hand are much much more efficient. That's what that emission control system is for.
Don't believe everything you hear or read on gasoline additives are fuel saving gadgets. Most have already been proven to be worthless by reputable sources that devote countless man hours and funds on testing these products. If there is anything that would make your vehicle conserve fuel, the Auto industry would have already implemented it into the production of Vehicles. Something like that would only benefit their sales increasing their profits.
The best method for conserving fuel is to keep your vehicle properly tuned, Tires properly inflated, and don't drive like a lead foot. The occasional addition of a fuel additive like STP to help keep the fuel system clean won't hurt, but even those don't do as good as some people would like. There is no magic solution.
