Altitude and Azimuth aren't really necessary since they are more specific to your location. All you really need to tell anyone when directing them to a celestial object is the RA and DEC.
That is probably the magnitude 13.5 galaxy NGC 6695 located at those coordinance in the constellation Lyra.
If you ever do feel you found an object you might be unnamed, then you're making your inquiry in the wrong place. You might want to contact the IAU, when it comes to the naming of celestial objects it is up to them to approve it. However, the person who made the discovery is ultimately the person whose name it will bear.
