I looked at the area in question at the IRSA website ,http://irsa.ipac.caltech.edu/applications/FinderChart/
But you have to enter it as, (00h49m10s +09d23m10s) . There is only one image taken on 10/13/, 1993, there are no other images taken in the other bands for that date or time frame, which I find rather strange.
Usually they make an image in all wavelengths one right after another but for some strange reason they only have one image in the B band at that time and date that show an elongated object.
If we had the other bands taken around the same time and on that date it would be much easier to make a determination.
I would have to say that since it does not appear in any other images, although taken on different dates and times, that it may just be an asteroid or a satellite, Download the image and look at the fits header, there you will find the exposure time.

Its not the first time I have seen errors in the original DSS2 image archive, it could also be a plate defect, I found one near M-51.
